The Championships comprise the following competitions:
- 22nd European Under-26 Open Team Championship
- 9th European Under-21 Team Championship
- 4rd European Under-26 Girls Team Championship
All events are open to the member countries of the EBL. Each country may be represented by one national team in each series, consisting of 4-6 players, a non-playing captain and, possibly, other officials. The format is a simple round-robin of (probably) 20-board matches.
• Right to enter
Each member NBO is authorized to enter one team in the Under–26 Open series, one team in the Under–21 series and one team in the Under–26 Girls series of the Championships. Countries must have paid the entry fee and be up to date with the payment of the dues to the EBL (including 2009 dues) before they can participate in the Championships.
Each participating NBO must play against all other participating NBOs, as directed by the organizers. Entry and subsequent refusal to play will result in disqualification.
Every proposed player must, along with other criteria, satisfy the EBL Credentials Committee that: |

a. |
he is nominated by the NBO of the country of his birth or the NBO of which such nominated player first became a member, and has not, during the current or immediately preceding calendar year, represented a different NBO in any WBF competition or any zonal or intra-zonal competition; or |
b. |
he is nominated by the NBO of the country of his citizenship or bona fide residence and has not, during the current or immediately preceding two calendar years, represented a different NBO in any WBF competition or any zonal or intra-zonal competition; and |
c. |

Under-26 Open series
On or after 1 January 1984 |
Under-21 series
On or after 1 January 1989 |
Under-26 Girls series
On or after 1 January 1984 |
All entries to the Championships have been submitted electronically, via the EBL website and were examined by the EBL Credentials Committee.
Electronic registration has now been terminated.

A discount will be given to the countries that did not participate in the three previous EBL Youth Team Championships held in Jesolo 2007, Riccione 2005 and Prague 2004; for such teams the entry fees will be €750 for the Under–26 Open series and €500 for both the Under–21 and Under–26 Girls series.

The EBL supports a dress code at its Championships. NBOs are required to provide their players with appropriate uniforms carrying a badge or emblem which identifies the country represented.
All players, captains and coaches of the participating teams are required to wear T-shirts, polo shirts, shirts or blouses that are of the same colour and carry the NBO's emblem.
In addition, everyone entering the playing rooms is obliged to wear the official identification badge provided by the organization. In case of loss, the organization will provide a duplicate badge at a cost of €5.
